COBIT 2019 EDM domain (Evaluate, Direct, Monitor)

EDM is the governance domain — the only one that is the board's job, not management's. It is where COBIT's governance/management split becomes concrete.

The governance domain

EDM — Evaluate, Direct and Monitor — is COBIT 2019's single governance domain, distinct from the four management domains. It captures the board's governance role: evaluating strategic options, directing management on the chosen course, and monitoring whether outcomes are achieved. It is governance, not operations.

The five EDM objectives

EDM contains five objectives covering: ensuring the governance framework is set and maintained; ensuring benefits/value delivery; ensuring risk is optimised; ensuring resources are optimised; and ensuring stakeholder engagement and transparency. They are the things a board, not an IT manager, is accountable for.

It directs, not executes

EDM sets direction and oversight; the management domains (APO, BAI, DSS, MEA) execute within that direction and report back. This separation is the heart of COBIT's philosophy — governance and management are different responsibilities held by different people.

Why it matters

For organisations using COBIT, EDM is where IT becomes a board-level concern with real accountability — value, risk, and resources owned at the top. It is the governance counterpart to the management work the other domains describe.
