The goals cascade is COBIT's answer to "why are we doing this IT thing?" — it traces every IT objective back to an enterprise goal and a stakeholder need.

Connecting business to IT

The goals cascade is one of COBIT's signature mechanisms. It traces a path from stakeholder needs, to enterprise goals, to alignment goals (formerly IT-related goals), and finally to the specific governance and management objectives that support them. It is how COBIT keeps IT governance anchored to business value.

How it flows

Stakeholders have needs; those drive enterprise goals (financial, customer, internal, growth); enterprise goals map to alignment goals (the IT-related outcomes that support them); and alignment goals map to the COBIT objectives whose effective operation delivers them. Each step justifies the next.

Why it matters

Without the cascade, IT governance risks becoming technology for its own sake — controls and projects with no clear line to business value. The cascade forces the question "which enterprise goal does this serve?" and makes the answer explicit. It is governance discipline made concrete.

Using it to prioritise

In practice, the cascade is a prioritisation tool: identify your most important enterprise goals, follow the cascade to the alignment goals and objectives that support them, and focus your governance effort there. COBIT does not ask you to do all 40 objectives equally — the cascade tells you which matter most for your goals.
