COBIT governs IT; ITIL runs IT services. They are complementary layers, not competitors — COBIT sets the what and why, ITIL the how of service delivery.
Different levels
COBIT and ITIL are frequently mentioned together but answer different questions. COBIT governs enterprise IT — what should IT achieve, how is it directed and overseen, is it delivering value and managing risk. ITIL is about IT service management — how to actually design, deliver, operate, and improve IT services. COBIT is the governance level; ITIL is the operational practice.
Where they overlap
They meet in IT operations — COBIT's DSS domain (service delivery and support) covers ground ITIL details extensively (incident, problem, change, service management). But COBIT describes the governance outcomes while ITIL provides the detailed operational practices. One frames; the other implements.
Built to coexist
COBIT explicitly aligns with related standards, ITIL among them, so they are designed to work together rather than compete. A common pattern: COBIT sets the governance framework and objectives, and ITIL provides the service-management practices that satisfy the operational objectives.
Which you need
If your need is board-level IT governance, value, and risk oversight, that is COBIT. If it is running a service desk and IT operations well, that is ITIL. Larger organisations often use both at their respective levels. Neither is a security framework — that is a separate, complementary layer.
